What is a Home Solicitation Sale Permit?

Pursuant to Florida Statute Chapter 501, persons who engage in sale, lease, or rental of consumer goods or services with a purchase price in excess of $25 which includes all interest, service charges, finance charges, postage, freight, insurance, and service or handling charges, whether under single or multiple contracts, made pursuant to an installment contract, a loan agreement, other evidence of indebtedness, or a cash transaction or other consumer credit transaction are required to obtain a Home Solicitation Sale Permit.

Refer to F.S. 501.022(1)(b) for a list of those individuals who are exempt or excluded from the permit requirement.

How to apply for a Home Solicitation Sale Permit:

  1. To apply for a Home Solicitation Sale Permit, come to 301 North Park Ave., Sanford, FL 32771. All applicants must appear in person with the following:
  • Valid Photo Identification, such as a driver’s license, passport or photo identification.
  • $100.00 cash only. This fee is non-refundable.

It is recommended that you read the statute to determine if you qualify for the permit.

  1. When the application is completed, you will be sworn to the accuracy of the information you have provided.

A picture will also be taken at this time for use once the permit is approved.

  1. You will be given a fingerprint card and a copy of the application to take to the Seminole County Sheriffs. The Seminole County Sheriff’s Office offers fingerprinting on Thursdays between the hours of 9 a.m. and 4 p.m. at the main building located at 100 Eslinger Way in Sanford. Fingerprints are taken on a walk-in basis, no appointments necessary. The fee for fingerprinting is $5.35 per fingerprint card. The Sheriff’s Office accepts cash or money orders.   2. The Sheriff’s office will return the fingerprint card and the copy of your application with the results of the local records check.
  3. The Clerk’s Office will forward your fingerprints to the FDLE in Tallahassee for a fingerprint analysis. FDLE has 60 days in which to return the results of their analysis to the Clerk’s Office.
  4. Once received, The Clerk’s Office will notify you of the results of the fingerprint analysis by telephone or by U.S. mail. If your permit is approved, you may pick up the permit at the Clerk’s Office or it can be sent to you by certified mail.

Pursuant to Florida Statutes 501.022(4), the Clerk of the Circuit Court may revoke, suspend or deny the issuance of any home solicitation sale permit for the following reasons:

  • Applicant or permit holder has been convicted of, or entered a plea of guilty or nolo contendere to a crime against the laws of the state or any other state of the United States involving moral turpitude, fraudulent or dishonest dealing or the illegal use or sale of a controlled substance, or been convicted of, or entered a plea of guilty or nolo contendere to a violation of any of the home solicitation sale laws;
  • Applicant or permit holder has obtained a permit by fraud, false statement, misrepresentation or failure to truthfully answer any question in the required permit application;
  • Applicant or permit holder has failed to obtain required county or municipal occupational licenses; and,
  • Applicant or permit holder has failed to comply with the home solicitation sale laws.
